The agency and its mission and operational structure;

Local, state and national Statutes, laws, Mandates,etc. that impact the inter-intra agency relationships that are critical to the effectiveneess and efficiency of operations; 

challenges and opportunities confronting the agency; 

oranizational behavior, including the Agency’s resopnsiveness to it’s constituents.
